Summary of Duties

This is a full-time position within the College of Pharmacy Business Services office that provides financial advice and accurate and comprehensive budgetary coordination of research related grants and contracts for faculty and graduate students within the College of Pharmacy (COP). Responsibilities include providing support to faculty and graduate students seeking external award opportunities, preparation and submission of proposals, administration of awards, and final award closure.

The Position
Grants and Contracts Pre-Award | 50%

Responsibilities include development, preparation and approval of grant research proposal budgets, completion of Office of Research Support and Operations (ORSO) budget, completion of eREX forms, and completion of appropriate agency budget forms.

Provide guidance and expertise to faculty on aspects of the development and preparation of new grant proposals and letters of intent. Make recommendations to Principal Investigator (PI) for improving proposal budget, clarity, organization and visual appeal to increase the potential of securing the award.

Review posted Request for Proposals (RFP), download or set up application packet as appropriate, and inform faculty of any special proposal and budget requirements. Continually review proposals through construction to ensure requirements are met and are in compliance when submitted.

Direct interaction with federal and non-federal agencies seeking sub contracts details through WSU. Provide direction for needed materials and follow through to gather required documents for collaborative proposal submissions. Work with PI to generate and provide necessary documents to contracting agencies when WSU is the sub-contractor.

Submit proposal, budget, and all other necessary documents to ORSO.

Notify faculty of need to update Significant Financial Interest (SFI) disclosure and or other certifications before submission.

Monitor activity on the ORSO proposal database, track progress through award/denial stage.

Work with other WSU research administrators, faculty and staff on interdisciplinary, collaborative grant proposals.

Act as ORSO liaison for College of Pharmacy for proposals, implementation of research administration policy and procedure distribution.

Responsible for completing Sponsored Projects Activity Request’s (SPAR) for account guarantee and pre award account set up; preparation of Research or Conference Account Requests (RCAR’s) when needed.

Process Material Transfer Agreements, Confidential Disclosure Agreements and other related non-money agreements.

Collecting, preparing and distributing weekly notice of applicable funding opportunities available through various state and federal agencies.

Grants and Contracts Post Award & Award Closure | 35%

Monitor activity on the ORSO award database and track progress through award set-up.

Work with other universities and WSU administrators, faculty and staff in other units on collaborative grant budgets and award details.

Collaborate with PI and unit Secretary Supervisors in reviewing and managing department grant budgets. Provide expertise on outside funding policies, procedures, and regulations.

Communicate changes in policies and advise on the effects on operations. Lead and collaborate with all on the implementation of changes.

Act as ORSO liaison for awards, non-financial post award activities, implementation of research administration policy and procedure distribution.

Meet with and train new faculty on WSU/COP research procedures, ORSO/WSU procedures. Assist new faculty with the transferring of their grants to WSU from departing agencies. Work with agencies to gather information needed to complete transfers.

Responsible for overseeing the functions of awards management by completing SPAR and RCAR’s as needed, review of account balances, verification of timely receipt of award monies and invoice submission by Sponsored Programs Services (SPS), monitoring correct use of funds, managing program income accounts, reconciling & distributing of budget statements, setting up & maintaining sub contracts.

Monitor Institutional Review Board (IRB) for approvals, renewals, modifications and process payments for IRB activities as needed.

Review and approve expenditures ensuring compliance; notify appropriate personnel when corrective actions are necessary. Ensure expenditures and cost transfers have posted timely and correctly.

Communications and Records | 10%

Coordinate collection and submission of backup documentation as needed per sponsor requests.

Assist PI’s with submission of annual progress reports, final invention statements, no-cost extensions, and renewal requests.

Establish and maintain files on proposals and awards following federal and state guidelines and ensuring compliance with agency requirements.

At conclusion of award submit account closure requests to SPS. Monitor for final collection of revenue and account closure.

Distribute monthly budget reports related to awards – noting deadlines, overdrafts, spending rates, and any other pertinent issues.

Position Qualifications

Required Qualifications

Two years of experience at a level equivalent to Fiscal Specialist 1 AND 15 quarter hours OR 10 semester hours of college level accounting; OR equivalent education/experience.

Additional Requirements

Demonstrated customer service experience working with a diverse clientele.

Demonstrated knowledge of and comfort with Microsoft Office software products.

Demonstrated experience in financial budgeting and analysis.

WSU Research Administration Certification or the ability to obtain within 12 months of hire.

ORSO Budget Certification or the ability to obtain within 12 months of hire.

Preferred Qualifications

Bachelor’s degree in business accounting or related field.

Additional two years of experience with research administration at WSU or other institute of higher education.

Demonstrated work experience that requires fiscal accountability, internal controls, and organizational skills.
